I love my Harts with my Roland TD-12 module but I have an upper end kit. I'd stay away from the Roland HD-1 (pedals not adjustable nor realistic). In a lower price range I'd say Roland TD-6 or get a Yamaha. Definitely look for used as the Rolands retain their value pretty well but you'll still get a better deal than new.
If you're handy, you might consider an acoustic to electronic conversion. You could get a TD-6 module and some brand name E cymbals (they're more difficult than drums to convert) and do the drums really cheap (drum quality, bearing edges etc. don't matter).
