The used Ludwig set sounds like a good deal with cymbals, what model Ludwig is it? Nothing wrong with looking used for a set. I also (if you don't have to worry about neighbors) would go acoustic also. There are a lot of decent starter sets by various manufacturers as Shazaam mentioned, but you can probably get an equal or better set for money going used.
