Like many things in drumming this is up to your individual taste. Your seat hight, sticking preference, and gear will determine where you place your snare.

If what you are looking for is a good reference point... or a basic place to start. Have another person with you and then sit down at your kit. Drop your hands/sticks to your side then pick them up to a nice comfort level and air drum on the snare for a moment... find that nice spot where you would feel comfortable landing 16th note snare bashings... then have the other person in the room adjust your snare up to that level...

You may decide to tilt your snare forward, backward, to the side, or just leave it parallel with the floor. Find what works best for you.

Personally I have my snare between my legs where my sticks can comfortably hit dead center in a natural way. The snare top is just a hair above the height of my legs so that I can easily hit rim shots and rim knocks.
