Pedals generally do not have a speed limitation - At least not one that we can reach as players. - Its a user limitation every single time.
That being said, durability on cheaper pedals and their free-movement DO come into question.
My advice is not to get the very basic pedals. Even with full warranty, they are more hassle than they are worth.
If you can afford it, the Tama HP200 pedals are a good balance between price and durability.
