Help w/ premier 2000 snare tensioning

I'm hoping someone can help me with my recently purchased 1974 vintage Premier 2000. I tried tuning it up after replacing the heads, but after putting the double 12 snare wires back on, I couldn't get enough tension on the snares. So I figured they might be a little stretched out, so I ordered the 19 strand Puresound replacement snares, and have the same problem. I have tightened the two screws holding the snares on each end of the throwoff as tight as I can, which is probably the wrong thing to do. When I was younger I would have taken the whole thing apart to figur it out, and probably !*#@ed it up completely. Yes, the snares were buzzy when I got it, but I didn't bother with any diagnostics, as I just wanted to get the heads changed. Anyone with any ideas about what might be wrong, or what I've done wrong, I would greatly appreciate it. rr
