well, it has a rod kind of thing on a spring that gets pushed up when you set it on the drum head. the more you tighten the head the less the spring can push down and there is a little dial that points depending on tension. you set it over each lug. its pretty cool and saves alot of time. i can get my drums to sound the same way every time i tune them.
