My bass pedal spring is sort of medium-loose. My drum head is very slack as well, but at the moment i can comfortable play about 135bpm straight sixteenths with my feet without tension. I can't really say what I rely on to bring my pedal back.

For a while, i did play with springs all the way and it was quite easy to play heels up. But trying to do heel toe and slide at that tension was near impossible, so i took it down.
