Question What kinds of wood is better?

would birch be of a better quality than poplar?

Poplar is similiar sounding to birch...
The use of Poplar in drums is based more about expense though.
Poplar is a less desirable wood to have in drums for reasons other than
how it sounds.

If having a choice... I woud go with birch.
