Take the heads off and undo the lugs...usually 2 screws.
Pack them with a cotton wool ball into the spring etc..maybe half a face wipe one. Put the lugs back on.
End of problem.
Everyone should do this with all their drums...especially old or cheap sets.

I would make sure all the lugs and mounting bracket screws are tight first and see if that fixes the problem.

Take off the heads/skins. Remove the lugs from the shell and inset some cotton wool into the inside of the lugs and put them back. A drop of oil on the tension screws and replace the heads.
As Jack Black says "Shaclackey"..hang up the phone.
Every cheaper kit needs this treatment. Do all drums. Game Over

At the end of the day drums should ring. That's what makes them cut through when everyone is at a nice acoustic volume....and especially if the drums are tuned to musical 'notes' However if you are miked up a ringing drum is impossible to deal with. IMHO make sure the tension on each lug is even on all skins remembering that often the musical note the drum makes comes from the bottom heads. Then if it still rings then slightly detune one of the lugs on the batter head until it stops.
A bit of gaffer tape often works too. Evans heads EC2 seem good from day one. Try a set of those.

You might also try tuning the batter and resonant heads further apart in tension from one another as well as Ludwig72's advice about using a dampening head system.
