I would agree that
Mapex doesn't make great pedals, the Falcons are the only ones that really compare to anything else, but otherwise their hardware is decent, and certainly not low quality.
If you're just looking for something for learning, really anything is good. Eventually, (probably pretty soon, depending on how quickly he learns) you will need to upgrade to a better pedal. The better quality, the longer it will last.
