You'd probabley have to change the lug.

unscrew it and put penetrating oil in the lug. Use a q tip clean up the excess after it sits for an hour, and see if it works. If not, replace the lug. If the bolt is spinning the around inside the lug, (not tightening or loosening, just spinning), you'll need to remove the lug and carefully remove the bolt. If you get it out and everything is not broken up, re thread the threads and you should be all set. Good luck, let us know.

Fortunately the pieces you are talking about are not expensive.
I'd take that head off... then try to clean and grease the lug. Take a different screw and see if it works out fine. Inspect the other screw and check to see if the threads are worn.

Depending upon the lug or screws the parts should be less than like $10. Depending on where you go they might even have spares that they throw at you just to try to keep you coming in.

Re: need help QUICKLY PLEASE.

I had that same problem with a PDP kit. The mounting lug (inside the shell) went into the lug housing too far and when the tuning lug got screwed down far enough, it made contact with the tip of the mounting screw. Back out the mounting screw and see if you can turn the tuning lug all the way down or in.
