well whether you play heel up or down is up to you, its just personal preference. i prefer to play heel down, because i feel more control, but at higher speeds i have to play heel up.
i dunno how to answer you about ankle/leg input, but i think the more heel up you play, the more natural it is to play with your leg, however alot of the really fast guys play with minimal leg motion.
usually for higher speed dbl bass drumming, your foot is gonna be on the back of the pedal, even if you dont have long boards. you can use some different techniques that go along with foot position like the slide technique or the "swivel".
as for pyrochazm's vid, i havent seen it, but i dont think its necessary to lift you feet. it might not be a bad thing, i dunno, but it probably isnt a good thing either.

you dont neccesarily need these techniques, but theyre good to know how to do, even though bullet doesnt play quite as fast as kollias.
