Hello all - when using a double bass pedal should the tension of the head be tighter?

I've since started using a double bass pedal and noticed that the action of the beaters is kind've muffled - and figured the head is too loose for the fast strokes.

I also wondered about those little round plastic patches that protect the drum head from double beaters. Does that also reduce the vibration?
