During my time in my high school's marching band last year i realized that sometimes I didn't enough snare speed to play some parts cleanly, so I made up my own practice technique that I am starting to do and I want to share it with you. (you'll need a metronome and a stopwatch)
First you find a comfortable BPM to play 16th notes at. Then play them for a minute straight, it should be fast enough that it is a slight challenge to make it the whole minute but also slow enough to where you can keep the strokes clean.
Next go 30 or 40 BPM faster and play short bursts of really fast 16th notes.
Third, do the same as the first step but with triplets.
Now repeat every day and try to increase one or two BPM everyday!
I am starting this today hoping that it will drastically improve my speed over time. I am also thinking about using this technique for double bass speed.
